REQUEST FOR PROPOSAL

Sealed proposals for PROFESSIONAL SERVICES CONSISTING OF BUILDING PLAN REVIEWS AND BUILDING INSPECTION SERVICES AS REQUIRED UNDER THE PENNSYLVANIA CONSTRUCTION CODE (ACT 45), UNIFORM CONSTRUCTION CODE will be received by the Town of Greenville until 2:00 pm prevailing time, Friday, June 2nd, at the Town of Greenville Municipal Office, or by mail addressed to the Town of Greenville Manager, 125 Main Street, Greenville, Pennsylvania 16125. 

 

Specifications and Forms-of-Proposal may be obtained from Jasson W. Urey at the Town of Greenville Municipal Office.

 

Proposals must be enclosed in a sealed envelope, addressed to Jasson W. Urey, Town Manager of the Town of Greenville, and should bear the name and address of the bidder, together with the words “UCC Inspections Services.”  This information should be clearly indicated on the exterior of the sealed envelope. 

         

The Town of Greenville reservices the right to reject any and all proposals for any reason and to waive any informalities in proposals received.

PROFESSIONAL SERVICES CONSISTING OF

BUILDING PLAN REVIEWS AND BUILDING INSPECTION SERVICES

AS REQUIRED UNDER THE PENNSYLVANIA CONSTRUCTION

CODE (ACT 45), UNIFORM CONSTRUCTION CODE

 

 The Town of Greenville, Mercer County (hereinafter, Town) is requesting proposals from qualified Pennsylvania Department of Labor, and Industry certified Third Party Agencies (hereinafter, Agency) to provide building plan reviews and building inspection services in accordance with the Pennsylvania Construction Code (Act 45), Uniform Construction Code.

 

PROJECT DESCRIPTION

 The Town currently administers and enforces the Pennsylvania Construction Code (Act 45), also known as the Uniform Construction Code (UCC), in order to provide for the protection of life, health, property, and environment; and for the safety and welfare of the consumer, the general public, and the owners and occupants of buildings and structures.

 

The contract period for the building plan reviews and inspection services will be for one year, beginning July 1, 2023, after which the parties may elect to renew the contract under mutually agreeable terms.

 

Proposals should delineate the costs for plan reviews and inspection services for building projects by individual discipline.

 

The Town will provide all administrative elements for the UCC process:  information dissemination, application intake, permit issuance, issuance of Certifications of Occupancy and Completion, facilitation of any board of Appeals hearings, and maintenance of files, etc.

 

PROPOSAL CONTENTS/EVALUATION

 The contents of the proposal should detail the following elements of the project.  Incomplete proposals may not be considered.

 

  • The proposed scope of services in detail:  such as provisions for completing inspections, office hours, and telephone accessibility.

  •  Personnel/Agency description to include, at a minimum, background, and certification of all Agency personnel who will be providing services for the Town of Greenville.  The Agency must perform all plan reviews and inspections by W-2 employees of the Agency (proposals for subcontracting for services will not be considered).  In addition, a copy of the Pennsylvania Department of Labor and Industry Certification as a Third-Party Contractor for the PA UCC.

  •  Contact information with three to five names and telephone numbers of other municipal clients from within the last year for use as references.

  •  A detailed outline of the process the Agency will take with each case, including estimates of the average amount of time necessary to complete each phase of the plan review and inspections.

  •  All fees to be charged per service, inspection, re-inspection, and plan review must be included within the proposal for Commercial and Residential.  Fees shall be broken down to indicate what inspection is being performed for each fee (i.e., building plan review, electrical, mechanical, plumbing, energy, fire, and accessibility inspections, etc.  Fees not listed in the proposal (including fee changes) may not be used after the signing of the contract.

  •  The Agency must demonstrate that commercial plan reviews are performed by local Agency personnel/plan review staff and be able to consult/meet with applicants (at no charge) at the Municipal Building or at a location of a mutual agreement prior to submission of construction documents.

  •  At the completion of each construction project, the Agency must submit to the Town a digital copy (pdf format on a high-resolution CD) of all construction drawings and construction plans associated with the project.  Also included on the CD must be the inspection report for any or all of the six disciplines that are being inspected, along with the corrective actions provided and the results of the fixes.

 

The Town will award the one-year building plan review/inspection services contract based upon the consultation and recommendation of the Town Manager and assigned review committees and a subsequent affirmative decision of a majority of the Town Council.

 

The third-party Agency receiving the contract award must enter into a contract with the Town and be ready to begin plan reviews and inspections not later than July 1, 2023, and must comply with all State and International Construction Code requirements as set forth.

 

The Agency must provide the Town with proof of liability insurance in the amount of $2,000,000 per claim, must name the Town as an additional insured, and provide documentation of such prior to executing the plan review and inspection services contract.

 

All sealed proposals must be received by the Town of Greenville, 125 Main Street, Greenville, PA  16125, no later than 2:00 pm on June 2, 2023.  Proposals may be mailed or delivered to the Town of Greenville Municipal Building at the above-said address.  Faxed, electronic, and unsealed proposals will not be accepted.

No Agency responding to this RFP will be discriminated against because of race, religion, color, sex, national origin, disability, or age.

 

Town Council may, at any time, designate a Building Code Official (BCO) that will oversee and administer all inspection services (i.e., UCC, Fire Code, Municipal Code Enforcement, etc.).  All current Town inspectors will fall under the direct oversight and responsibility of the BCO.
