ASSISTANT DIRECTOR OF COMMUNITY DEVELOPMENT,

TOWN OF GREENVILLE

 

Job Summary

 The position provides a variety of complex administrative and technical work in the administration of the town government. The individual must work independently under the direct supervision of the Town Manager, Assistant Manager, and Director of Community Development.

The Assistant Director of Community Development (ADCD) should have a general understanding of all laws and regulations related to municipal management and code enforcement. While technical, the job requires initiative, subjective judgment, and the ability to make decisions. The ADCD must be able to interpret and translate board policy directives into reasonable and practical action. This position assists with code enforcement, development, and redevelopment activities and aids in detecting and curbing blighting conditions affecting the community, environmental, and health problems. 

This is a non-union, exempt professional management position under the Federal Labor Standards Act (FLSA) and is a confidential advisory position under the direct supervision of the Town Manager, Assistant Manager, and Director of Community Development. The incumbent must exercise considerable discretion and independent judgment while planning and coordinating community policing policies, actions, and work activities.

Responsibilities and Duties

  •  Assists with managing the Code & Zoning Office in all aspects to achieve goals within available resources.

  • Explain and clarify the codes, ordinances, and regulations that are under the administration of the Code Enforcement Department and Zoning Regulations of the Town of Greenville.

  • Assists with the investigation of complaints about legitimacy and pursues compliance when violations are found.

  • May issue written violation notices in proper form when corrective action is required.  Assist with preparing complaints for the District Justice when violations are not adequately corrected and present them to the Director of Community Development or Assistant Manager for a signature. Testify when needed at court hearings, depositions, Code Appeals Board, and Zoning hearing Board.

  • Document and log daily code enforcement activities.  Maintain department records, files, reports, and correspondence for CDBG census tracking.

  • Assist with administering the Town’s CDBG program.

  • May patrol neighborhoods to identify violations of code and ordinances.

  • Assists in developing short and long-range development plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates activities with other departments and agencies.

  • Aids in communicating official plans, policies, and procedures to staff and the general public; makes presentations to supervisors, boards, commissions, civic groups, and the general public as assigned.

  • Investigates and follows up on citizen requests for service, complaints, and requests for information.

  • Attend meetings of the Borough Council, the Planning Commission, the Code Committee, the Zoning Hearing Board, the Greenville Redevelopment Authority, and any other meetings as required by the Director of Community Development; provide administrative assistance in meeting management; assemble background materials; prepare agendas.

  • Assist with drafting and reviewing drafts of resolutions, ordinances, contracts, administrative policies, etc., as assigned by the Director of Community Development. Coordinates and communicates with the Town Solicitor regarding the same.

  • Research blight and redevelopment grant programs; prepare grant applications; monitor grant progress/prepare reports.

  • Other duties as assigned by the Town Manager.

Knowledge, Abilities, Skills, and Requirements

  • Required to abide by and comply with the provisions of the Pennsylvania Borough Code, the Town of Greenville’s Home Rule Charter, and applicable Federal, State, and local regulations.

  • Required to abide by and comply with established Departmental and Town policies, procedures, and standards.

  • Extensive knowledge of and ability to operate various machines and vehicles.

  • Ability to deal directly with the general public in a polite, responsible, and timely manner.

  • Ability to plan and prioritize work.

  • Proficiency with personal computers, automated work control programs, and mechanical drawing and design programs.

  • General understanding of all codes, ordinances, and other laws affecting land use, planning, zoning, building construction, occupancy and demolition, and environmental health. The job requires the ability to work with a wide variety of people and the skills to resolve critical and complex problems.

  • Working knowledge of the principles and practices of modern public administration.

  • Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public; ability to communicate effectively verbally and in writing.

Training and Experience

  • A bachelor’s or master’s degree from a college or university in Public Administration, Business Management, Political Science, or a related field is preferred.

  • Three years of supervisory experience or any equivalent combination of education, experience, or training that provides the required knowledge, skills, and abilities.
